Dr. Stewart Lee Kugara

  1. Academic Background and Qualifications:

Dr. Stewart Lee Kugara, an NRF Y2-rated Scholar and admitted Advocate of the High Court of South Africa, is a foundational leader at the critical nexus of African Indigenous Knowledge Systems, Decolonial Thought, and Law. His rare academic synthesis (LLB, LLM, PhD in African Studies) provides the piercing legal acumen and deep cultural insight required to disrupt epistemic hegemony and tackle contemporary governance challenges.

  1. Contributions and Achievements:

His distinguished research tapestry of over 65 accredited publications is characterized by penetrating analysis and the ability to sustain academic integrity while working across diverse disciplines. Dr. Kugara’s scholarship is uncomfortable with the norm; driven by a pragmatic thrust toward Afro-centric development, he powerfully reveals the under-utilized knowledge agency of the Global South, bridging theory with real-world praxis. His 2025 signature work, the book “Liberation Heritage Routes: Local Perceptions and Potential for Economic Development”, was based on research provided by the Vhembe Biosphere Reserve Project and established an empirically-driven blueprint for leveraging cultural heritage into sustainable regional economic growth.

  1. Impact and Engagement:

Dr. Kugara’s professional influence translates directly into high-stakes policy and culturally sensitive community engagement. He was commissioned to lead the flagship “AIDC Model Law on the Right to Say No project”, delivering a critical legal tool with global implications for challenging extractivism and protecting indigenous rights. This high-impact work, combined with leadership on the National Heritage Council project (Locating Heritage Resources in Local Communities), actively shapes national and regional frameworks for climate justice and legal pluralism. As a dedicated mentor, he has successfully supervised the graduation of two PhD, four MA, and over 60 Honours students (Law, IKS, African Studies, Political Science). Currently, he is supervising two PhD and five MA students. Dr. Kugara is in his element when leading initiatives that require deep legal insight, rigorous scholarship, and a pragmatic commitment to real-world change.

Over the same period, he has published more than 40 DHET-accredited journal articles. Most of his research focuses on replacing costly fishmeal in aquaculture diets with locally available resources, including kikuyu grass and mopane worms, which have been identified as promising alternative ingredients. Field trials are planned to test the effectiveness of these diets at tilapia fish farms.

Another area of Prof. Moyo’s research involves periphyton-based aquaculture systems, which offer a low-cost approach suitable for rural fish farmers due to minimal capital requirements. He has also conducted extensive research on the impact of sewage effluent on fish and aquatic plants in local rivers. His findings indicate that the continuous discharge of poorly treated sewage effluent negatively affects fish growth and health, with potential long-term risks to human health through fish consumption and the irrigation of vegetables using contaminated water.

In addition to his research, Prof. Moyo teaches several Honours-level aquaculture modules, including Fish Biology, Fish Nutrition, and Research Methods and Statistics.

  1. Professional Experience:

Before joining the University of Limpopo, Prof. Moyo served as Chairperson of the University of Zimbabwe Research Board, where he managed an annual research budget of approximately USD 10 million. He also served as a member of the WARFSA Board. Prof. Moyo has worked as a consultant for numerous international organisations, including the World Bank, African Development Bank, International Union for Conservation of Nature (IUCN), WorldFish Centre, and the CARR Foundation.

  1. Contributions and Achievements:

Prof. Moyo is currently an Associate Editor of the African Journal of Aquatic Science and was recently invited to serve as an Associate Editor for the journal Aquaculture. His research has been supported by grants from the Water Research Commission of South Africa, the CARR Foundation in Mozambique, and the WorldFish Centre in Zambia. He also serves as an independent consultant for the University of South Africa (UNISA).

  1. Impact and Engagement:

Prof. Moyo authored a training manual on tilapia fish farming, which is now widely used across the Southern African Development Community (SADC) region.
